Shandong Penguin Group was built in May, 1965 in Jining City, which was invested RMB 8 million Yuan by the former Second Office of Light Industry of Shandong Province. It imported the plastic casting film machine and laminating equipment. The enterprise named at that present: Jining Plastic Product Factory, and the brand: "Penguin" and "Double Butterfly".

In 1980, in order to promoting the development of plastic products industry, Shandong Provincial Government approved that establish Plastics Institute of Shandong province in Jining city, hosted by Jining Plastic Products Factory, and both directly managed by the Shandong Province Second Office of Light Industry.

In 2009, after the approve of Industrial and Commercial Bureau of Shandong Province, Luying Company, Century Company, Luhua Company, Yanzhou Hongyi Plastics Factory and Qingdao Qunche International Trading Company which were combined by Shandong Plastic Products Pilot Plant Co., Ltd, then integrated into Shandong Penguin Plastics Group Co., Ltd (hereinafter referred to as: Shandong Penguin Group).
